State Quarantine Requirements

Queensland

Inter-State Arrivals

You must apply and receive a Queensland entry pass to enter Queensland from anywhere in Australia. When you apply for your pass, you’ll be asked about where you’ve been and will be directed to the appropriate pass type.

If you’ve been to a Covid-19 hotspot in the last 14 days, you will NOT be able to enter Queensland.

If you haven’t been to a Covid-19 hotspot in the last 14 days, you must complete 14 days mandatory quarantine in government arranged accommodation - at your own expense. The fees will be approximately $3,220 for 1 adult (1 room), $4,130 for 2 adults (1 room) or $5,040 for 2 adults and 2 children (1 room).

Overseas Arrivals

If you’re entering from New Zealand South Island on a quarantine-free flight, you are required to only complete a Queensland entry pass prior to arrival and a Queensland Travel Declaration.

If you’re entering from anywhere else overseas, you must complete 14 days mandatory quarantine at a government nominated hotel at your own expense.

If you have been outside Australia in the last 14 days, you must apply for and receive a Queensland International Arrivals Registration prior to entry. You will be met with an emergency officer upon arrival. The officer will serve you with a Quarantine Direction Notice and transport you to the government arranged quarantine facility.

At the moment, being fully vaccinated will not exempt you from the quarantine requirement.

New South Wales

Inter-State Arrivals

From 1 November 2021, you will NOT need to quarantine if you are fully vaccinated. You must provide proof of full vaccination. To qualify as fully vaccinated, you must have received one of the vaccines recognised by the TGA.

This includes:

  • AstraZeneca Vaxzevria
  • Pfizer/Biontech Comirnaty
  • Moderna Spikevax
  • Johnson & Johnson
  • AstraZeneca COVIDSHIELD (India)
  • Sinovac Coronavac (China)

The following vaccines are NOT recognised by the TGA and therefore will not qualify one to be considered “fully vaccinated” by the Australian Government.

  • Sputnik (Russia)
  • Sinopharm (China)
  • Novavax (US)

Overseas Arrivals

Similar to Inter-State arrivals, fully vaccinated Overseas arrivals will not be required to quarantine provided they can evidence their vaccination status.

Your vaccination certificate MUST BE IN ENGLISH and issued by a national or state/provincial-level authority or accredited vaccination provider. Paper or digital certificates are acceptable.

Your certificate MUST show:

  • Your name as it appears in your passport;
  • Your date of birth OR passport number;
  • The vaccine brand name; AND
  • Either the date you got each dose OR the date which you completed the full course of immunisation.

If you’re not fully vaccinated, or your vaccine is not recognised by the TGA, then you will need to quarantine for 14 days at a government arranged accommodation facility at your own expense. The fees are $3,000 for 1 adult, $1,000 each for additional adults and children between 3-18 $500 each.

Victoria

Inter-State Arrivals

To enter Victoria from anywhere in Australia, you'll need to apply for a permit at service.vic.gov.au.

The type of permit you need depends on where you've been in the past 2 weeks or if you're a certain type of worker.

Overseas Arrivals

From 1 November 2021, fully vaccinated international travellers  will be able to enter Victoria without spending 14 days in hotel quarantine. There will no longer be a cap on fully vaccinated returning Australians.

South Australia

All eligible travellers to South Australia, either Inter-State or Overseas, MUST complete the Cross Border Travel Registration form on the SA Police website prior to arrival.

Inter-State Arrivals

The rules depend on which State or Territory you’re arriving from.

  • ACT: PROHIBITED except for Essential Travellers and some permitted arrivals.
  • NSW: PROHIBITED except for Essential Travellers and some permitted arrivals.
  • Northern Territory: Permitted without restrictions as long as you haven’t been in a restricted zone in the past 14 days.
  • Norfolk Island: Permitted without restrictions.
  • Queensland: Permitted without restrictions as long as you haven’t been in a restricted zone in the past 14 days.
  • Tasmania: Permitted without restrictions as long as you haven’t been in a restricted zone in the past 14 days.
  • VIC: PROHIBITED except for Essential Travellers and people escaping domestic violence.
  • WA: Permitted without restrictions as long as you haven’t been in a restricted zone in the past 14 days.

Overseas Arrivals

If you have been outside Australia in the last 14 days, will be directed to medi-hotel quarantine at your own expense, REGARDLESS OF VACCINATION STATUS.

The quarantine fees are the same as NSW and apply to all international passengers.

Western Australia

All eligible travellers to Western Australia, either Inter-State or Overseas, MUST complete the G2G Pass declaration.

Inter-State Arrivals

Whether you need to quarantine depends on which State or Territory you’re coming from. Travel from medium, high and extreme risk jurisdictions is only permitted for approved travellers who meet very limited criteria.

  • NSW: Extreme Risk
  • Victoria: Extreme Risk
  • ACT: Medium Risk
  • NT: Very Low Risk - unrestricted travel/no quarantine requirement
  • South Australia: Very Low Risk - unrestricted travel/no quarantine requirement
  • Tasmania: Very Low Risk - unrestricted travel/no quarantine requirement
  • Queensland: Very Low Risk - unrestricted travel/no quarantine requirement

Overseas Arrivals

You must have a negative PCR test 72 hours or less, prior to departure. If any member of a travelling party tests positive, none of the group will be permitted to enter Australia until ALL members of the party are no longer infectious.

You will need to complete 14 days mandatory hotel quarantine at your expense. The fees are $2,520 for 1 person or $3,360 for 2 persons. An authorised officer will meet you upon arrival to check your G2G Pass and arrange your accommodation and transport required.

If you travel domestically after quarantine, you must present to the relevant health authority for day 17 and day 21 for testing in the jurisdiction you have travelled to.

Northern Territory

All eligible arrivals to Northern Territory, Inter-State and Overseas, MUST fill in a Border Entry Form.

Inter-State Arrivals

You will be turned away as a Visitor, and subject to a fine, if you are from a declared Covid-19 hotspot or public exposure site.

You will only be allowed to enter the NT if:

  • You are a returning Territorian (proof of residency required at the border); or
  • You have not been in a Covid-19 hotspot or public exposure site in the past 14 days

Overseas Arrivals

You will be placed into mandatory supervised quarantine provided by the government for 14 days at your own expense regardless of your vaccination status.

Tasmania

Inter-State Arrivals

If you have spent the last 14 days in a Low Risk area (such as Northern Territory, South Australia, Western Australia, New Zealand South Island), you will NOT be required to quarantine.

If you’re coming from anywhere else within Australia, you will be required to quarantine for 14 days at your own expense regardless of your vaccination status at either a quarantine facility or a suitable premises.

You must register your travel and contact details through the Tas e-Travel System.

Overseas Arrivals

THERE ARE NO BOOKED INTERNATIONAL FLIGHTS INTO HOBART (except occasionally from New Zealand).

You will be required to complete 14 days of quarantine at your arrival port (such as Sydney, Melbourne) in a designated facility.

You will need pre-approval from the Deputy State Controller to enter as quarantining. To do this, make a G2G Pass submission under ‘Category 8: Other persons, or classes of persons, approved by the Deputy State Controller’.

ACT

Inter-State Arrivals

From 1 November 2021, fully vaccinated travellers will be permitted to enter the ACT for any reason. Unvaccinated travelers will only be permitted to travel for essential reasons.

Overseas Arrivals

THERE ARE NO BOOKED INTERNATIONAL FLIGHTS INTO CANBERRA.

You will be required to complete 14 days of quarantine at your arrival port (such as Sydney, Melbourne) in a designated facility.

Norfolk Island

All visitors to the Island must apply for a Norfolk Island Travel Pass.

Inter-State Arrivals

From 1 December 2021, the Island will allow visitors from States and Territories which have reached 80% vaccination. Mandatory quarantine will only apply to unvaccinated travellers.

Overseas Arrivals
